团省委召开四川省希望工程工作推进会

为学习贯彻党的十九届五中全会精神和省委十一届八次会议精神，进一步深入学习领会习近平总书记希望工程30周年寄语精神，传达全国希望工程工作推进会议精神，2月24日晚，共青团四川省委在成都市金河宾馆召开全省希望工程工作推进会。团省委副书记唐经天同志出席会议并讲话。&ensp;&ensp;&ensp;&ensp;会议指出，寄语发表以来，按照团中央要求，结合《四川省中长期青年发展规划（2017—2025年）》，我省制订了《关于推动新时代希望工程在四川发展实施方案（2020-2025）》。一年多来，围绕《实施方案》，省内各级团委、四川青基会以实际行动积极推动希望工程提质升级，大力开展助学兴教计划、儿童守护计划、素质提升计划、紧急救助计划、铸魂育人计划等五大计划。整体上看，筹资规模迈上新台阶，项目更聚焦主责主业，参与人数逐年上升，呈现良好发展态势。&ensp;&ensp;&ensp;&ensp;会议强调，要以习近平总书记寄语精神为根本遵循，将希望工程摆在我省共青团工作重要位置，主动思考、谋划和推动。要以“提供上好学新助力，播种育好人新希望”为鲜明使命，充分彰显新时代希望工程助学育人功能。&ensp;&ensp;&ensp;&ensp;会议要求，要从战略高度推进希望工程互联网转型，以加快推进互联网战略转型为工作牵引，积极走好数字时代网络公益群众路线。加快“智慧希望工程”建设，用好四川青基会“团团筹”平台。努力使希望工程成为可亲、可及、可信的公益品牌。要以改革创新为动力，完善我省全团动员的希望工程工作体系，努力推动四川希望工程高质量发展，把希望工程这项事业办得更好。&ensp;&ensp;&ensp;&ensp;会上，四川省青基会负责同志及部分市、州、县级团委负责同志；希望小学校长代表作了发言。各市、州团委负责同志；部分县级团委负责同志；希望小学校长代表及青基会全体工作人员参加会议。背景资料&ensp;&ensp;&ensp;&ensp;2019年11月19日习近平总书记对希望工程的寄语发表以来，四川青基会把学习贯彻寄语精神作为首要政治任务和核心业务。一年多以来，四川青基会在团省委领导下，聚焦主责主业，紧跟国家发展和时代前进步伐，以强烈的责任感和使命感，不断推动四川希望工程在助力脱贫攻坚、促进教育发展、服务青少年成长、引领社会风尚等方面发挥重要作用。&ensp;&ensp;&ensp;&ensp;坚持思想引领：希望工程30年，四川青基会拍摄制作了宣传片，用4个故事讲述在党的领导下四川希望工程取得的成绩，广泛传播大爱无疆、感恩奋进的动人事迹。召开受助青少年座谈会，交流心得，分享感受，培养他们自立自强、知恩感恩的良好品质。深入开展红色主题教育，通过举办“带你一起看中国”公益夏令营，组织学生参观革命教育基地、听红色故事、唱红色歌曲，培养青少年对党和国家的认同感和自豪感。&ensp;&ensp;&ensp;&ensp;围绕重点工作：2020年初，疫情突如其来，作为四川省应对新冠肺炎疫情应急指挥部指定的资金和物资接收单位，四川青基会保持与省民政厅、卫健委、经信委等相关单位的联系，定期上报各类信息，及时传达工作要求，确保善款和爱心物资高效使用。疫情期间，发起“同舟共济、青春偕进”等活动，累计为抗击新冠肺炎疫情募集捐款419.73万元，物资价值近600万元。同时，为致敬守护生命的抗疫英雄，四川青基会筹资1000万成立了希望工程“天使接班人”奖学金，鼓励广大青少年积极投身祖国卫生事业。2020年是决战脱贫攻坚、决胜全面建成小康社会的收官之年，四川青基会充分发挥组织优势，依托希望工程大力开展青春扶贫行动。在“希望班”、“志远班”和“百年职校”等招生名额分配中向贫困地区倾斜；对符合条件的困难大学新生实施全覆盖资助；为凉山州青春扶贫超市募集1330万元物资；组织专家赴高原涉藏州县、偏远山区为3万余名青少年开展先心病义诊筛查；对200余名确诊的先心病患儿给予医疗救助。&ensp;&ensp;&ensp;&ensp;积极开拓创新：积极运用互联网信息技术，实现希望工程战略转型，将单纯依靠企业大客户捐款变为大客户与公众筹款并重。建设全省青少年公益众筹平台“团团筹”，项目覆盖青少年健康成长和发展的各方面需求。同时为吸引和凝聚广大青年粉丝群体参与公益，引导他们向上、向善，青基会打造了“百益星球”众筹品牌。一年来“百益星球”微博累计互动近50万人次，阅读量超1.6亿人次。初步探索出一条“粉丝+互联网+公益”筹款模式，成为了互联网具有一定影响力的公益大V。2020年“团团筹”和“百益星球”两个互联网众筹平台已累计发布青少年需求40余个，接收捐款共计270余万元，已经成为四川青基会联系青少年、服务青少年的重要渠道，有力提升了希望工程服务水平和项目成效。&ensp;&ensp;&ensp;&ensp;2020年，四川青基会共募集并协调各类资金物资共计7380.84万元，援建希望小学12所，资助困难学生5348名，发放暖冬爱心包2017个，捐赠各类设施设备158套。
